Tolling is not a requirement for a managed lane; however, in situations where facilities experience extreme congestion, tolling is a tool used to provide individuals with a choice of paying a toll to move through the congested area and experience a more reliable trip.

What are managed lanes?

Highway facilities or a set of lanes within an existing highway where operational strategies are proactively implemented and managed in response to changing traffic conditions. Some examples of managed lanes are high-occupancy vehicle (HOV) lanes, high-occupancy toll (HOT) lanes, truck only lanes, bus rapid transit lanes, reversible lanes, and express lanes.

How are tolls determined in the express lanes?

Express lanes are not the same as regular toll roads. Regular toll roads charge a fixed rate. Different tolling methods are used on express lanes (static, time of day and dynamic) to manage congestion and may vary based on traffic conditions. With static tolling, the toll rate in the express lanes is set to an amount that does not change. With time of day tolling, the express lanes toll rate is only charged during specific peak travel periods. When dynamic tolling is used, the express lanes toll rate increases as traffic builds in the express lanes and decreases as traffic reduces.

During the Planning and Feasibility Phase, the evaluation of improvements that include the modification of existing interchanges or possible new interchange locations is completed. During this phase, improvement are prioritized based on regional and long-term transportation needs. Following completion of this study, the prioritized improvements are evaluated by in more detail during the Project Development & Environment (PD&E) Study phase.

Will there be right-of-way or relocation impacts?

During the Project Development & Environment (PD&E) Study, a determination of the need for additional right-of-way is completed for proposed improvements. This determination includes identifying possible residential or business impacts that may require relocation. The results are presented to stakeholders as part of the public involvement process.

During the Project Development & Environment (PD&E) Study, evaluation of potential effects on the physical environment includes assessing existing and future noise levels and if noise abatement is reasonable and feasible. The results of these assessments are presented to the stakeholders as part of the public involvement process.

In Florida, express lanes are a type of managed lane located in a separated corridor on the interstate where congestion is managed with pricing, access, eligibility, and dynamic tolling. Customers in the express lanes pay a toll to use the lanes. Express lanes are designed with a limited number of entrance and exit points to serve longer, more regional trips.
